Opportunity to help shape potential new sustainable community between Harrogate and York

Following a lengthy selection process, the Council have chosen Cattal railway station as the focus for a new settlement. Caddick Group, the Yorkshire-based company who will be delivering the project, are now seeking people’s views on their revised outline planning application, which takes on board the local authority’s requirements for sustainable development in the new settlement.

Maltkiln is now the commonly used name for the new settlement, which if approved will provide up to 4,000 new homes, plus a local centre with retail, community, and health facilities, two primary schools and employment space, centred on Cattal station.

This latest round of consultation follows revisions which reflect the Council’s proposed policy objectives for the new settlement, as set out in the Development Plan Document for Maltkiln, which will shortly begin its final public consultation stage.

The application and masterplan for the settlement sets out specific design responses to the Council’s proposed policies and takes on board the latest government design guidance to provide safe and convenient walking and cycling routes, which will reduce the reliance on private cars and encourage use of public transport. These sustainable measures will be complemented by financial support for new and extended bus routes and delivery facilities incorporated into mobility hubs located around the settlement.

The proposals include new bridges over the railway line and the removal of level-crossings, which will also allow for operational improvements on the Leeds-Harrogate-York railway line. Improvements are also earmarked for the A59, replacing dangerous junctions.

The new homes at Maltkin will be designed to very high environmental standards, addressing the climate emergency by reducing carbon use in both the initial construction phase and subsequent lifespan of the homes and other buildings.

  • A district heating network will deliver heat from communal air and ground source heat pumps and enable energy demand to be managed in the most efficient way.
  • Maltkiln will offer a wide range of housing types for sale and rent, including family homes, starter homes, affordable homes, and homes for older people. Clarion Housing Group, the UK’s largest housing association, have been assisting with the update to the planning application and how best to meet local housing needs.
  • Plots will also be provided for self-build homes, delivering a rare opportunity for people to realise their personal vision for a new home in an entirely new community. Maltkiln will also include large and diverse areas of public green space for recreation and leisure uses, including a sports hub with multiple pitches and community gardens for growing produce.

As part of the proposals, changes in working practices are also being provided for, both by enabling homeworking and incorporating flexible working spaces for short term hire, alongside larger workspaces which will suit a variety of employment uses.

As part of this latest round of consultation on the outline planning application, Caddick will hold a further public exhibition at Green Hammerton Village Hall on Monday 12 September, a leaflet will be mailed to over 1,000 properties in the surrounding area and an online portal has been created for consultation responses – this can be found at www.maltkilnvillage.co.uk.

Once feedback from this consultation has been collated and appropriate amendments incorporated into the planning application, the proposals will then be submitted to Harrogate Borough Council for consideration and determination in parallel with the remaining stages of the proposed Development Plan Document.
