Planning permission for 600 homes in a development on Pennypot lane has been further refused by the planning referral committee (18 March 2014).
After a further two hours of debate, making over five hours in three separate meetings, Harrogate Borough Council’s Planning Referral Committee voted by 7 votes to 0, with one abstention to uphold the decision of the Planning Committee of 11 February 2014 and to refuse permission for this application.
The reasons for refusal were concerns about the effect on the highways and the view that the application was premature, coming just a few weeks before the start of the public examination of the Sites and Policies part of the District Local Plan by a Planning Inspector appointed by the Secretary of State.
